Damage to underground pipelines and other utilities during digging projects is one of the leading causes of pipeline incidents involving fatalities or injuries. The “Call 811” message and safe excavation practices are critical to keeping workers and the public safe. Although 811 awareness is growing across the country, data shows that over 50% of homeowners still don’t plan to call before digging. This presentation will focus on the importance of enhanced communication between stakeholders, examine meaningful public engagement, and highlight the benefits of maintaining locator/excavator/operator “accountability” to their respective state’s one-call law. We’ll also focus on federal regulations for excavation enforcement and the Pipeline and Hazardous Materials Safety Administration’s role regarding excavation enforcement when state programs are deemed inadequate.
